Malaysia’s Nuclear Readiness Is a Leadership Test Before It Is a Technology Decision

As Malaysia studies nuclear energy as one of its future energy options, the conversation should extend beyond reactor technology. The greater challenge is whether the country is building the national capability to operate nuclear power safely and responsibly for generations. Nuclear energy is not merely an energy decision, it is a leadership decision.

 

In June 2026, the Government announced a feasibility study on nuclear energy through MyPOWER Corporation, with a decision expected by 2031 on whether nuclear should become part of Malaysia’s future energy mix. This marks an important milestone. However, if the decision is made to adopt nuclear power, it will only be the beginning of a much longer national journey. 

 

A nation does not become nuclear-ready on the day it switches on its first reactor. It becomes nuclear-ready years earlier by developing the people, institutions, governance, and leadership needed to manage nuclear technology safely. The more important question is not whether Malaysia can build a nuclear power plant. It is whether Malaysia can build the people, institutions, and governance required to operate one safely over the next sixty to eighty years.

Safety Culture Must Come Before Construction

Among all the elements required for nuclear readiness, none is more fundamental than safety culture. It is often misunderstood as simply complying with procedures. In reality, it is much deeper than that. The International Atomic Energy Agency describes safety culture as the shared characteristics, attitudes, values, competencies, and behaviours that ensure safety receives the attention it deserves because of its significance.

 

In practice, safety culture influences every major decision throughout a nuclear programme, from maintenance and contractor selection to incident reporting, leadership behaviour, emergency preparedness, and continuous learning. It cannot be introduced during construction; it must be established long before the first concrete is poured and sustained throughout the facility's operating life. This is why countries with strong nuclear performance invest continuously in training, leadership development, operational learning, independent oversight, and organisational improvement. Procedures are essential, but culture is what sustains discipline when no one is watching.

People, Governance, and Capability

When people hear the phrase "nuclear workforce," they often picture scientists and engineers. In reality, a successful nuclear programme depends on a much broader ecosystem of professionals working together toward one objective: maintaining public confidence through operational excellence.

Malaysia would require expertise across:

  • Engineering and plant operations

  • Independent regulation and safety oversight

  • Project and programme management

  • Emergency preparedness and cybersecurity

  • Environmental management

  • Public communication and stakeholder engagement

This workforce cannot be assembled at the last minute. It must be developed through universities, technical institutions, government agencies, industry partners, and international cooperation. The objective is not simply to produce talent for construction, but to build national capability across the entire nuclear lifecycle, from feasibility and licensing to operation, oversight, emergency preparedness, waste management, and eventual decommissioning.

 

Governance is equally critical. A nuclear power programme involves public investment, national infrastructure, regulatory oversight, international standards, contractor ecosystems, long-term operational responsibility, and public trust. It cannot be managed like a conventional construction project.

 

Building a solid governance framework requires addressing several core operational and strategic questions, including:

  • Who governs the programme?

  • How is regulatory independence protected?

  • How are risks managed throughout the programme lifecycle?

  • How is organisational readiness assessed before major decisions are made?

These are not merely administrative questions. They are fundamental components of the safety system.

 

A programme that advances faster than its governance capability creates unnecessary risk. Conversely, a programme that establishes strong governance early creates the conditions for sound decision-making, whether the final decision is to proceed, delay, or ultimately reject nuclear power.

 

These questions should not be viewed as obstacles. They are an essential part of national readiness.

 

As Malaysia evaluates its long-term energy options, the defining question is not simply whether the country can build a nuclear power plant. It is whether Malaysia is building the leadership, workforce, governance, and safety culture needed to operate one responsibly throughout its lifecycle. Before Malaysia builds its first nuclear power plant, it must first build the capability to carry that responsibility.

 

The lesson extends beyond nuclear energy. Every high-risk, high-value transformation, whether in energy, AI, healthcare, or national infrastructure, depends on the same foundations: capable people, disciplined governance, effective programme management, and a culture that prioritises long-term resilience over short-term delivery. Nuclear power simply makes these principles impossible to ignore.
